When you installed Emergency Kit  and the after removing a prior installation. When you run it then get a message saying "Could not connect to update server..." All connections and proxies appear correct.

A secondary possibly related issue is that when the previous installation was deleted epp.sys would not go away and had to be removed from the folder(s) to allow the folders to be deleted for the replacement installation. It is now renamed and sitting in its own folder. It cannot be deleted because the computer thinks it is in use. Process explorer disagrees.
